Chen Huabei graduated with a bachelor degree from the Department of Foreign Languages, Shandong University with the major in Japanese in 1984. He obtained his Master degree in education at Aichi University of Education, Japan in 1989. Now he is participating in-service studying as PhD Candidates at Northeast Normal University.
Before he came to the current position, he held posts as Representative of the State Administration of Foreign Experts Affairs in Tokyo, Japan, Deputy Chief of Division of Administration, the Chief of Division of Planning at SAFEA. His academic titles include the Standing Director of the Chinese Society for Studying Japanese Philosophies, Director of Development and Planning Department, the member of the Chinese Association for Japanese Studies, the member of the Association of Japanese Intellectual History, the member of the Association of History of Relationship between China and Japan, the Secretary-General of Reading Club of the Japanese Philosophic Thinking.
