LAUREN A. SMULCER is the administrative coordinator for the Baker Institute Energy Forum and the Rice University Energy Program at the James A. Baker III Institute for Public Policy. She works closely with the Wallace S. Wilson Fellow in Energy Studies, Amy Myers Jaffe. In addition to assisting with research, editing and publishing of written materials, and event coordination, Smulcer manages the website, member-affairs, and general administrative tasks for the Energy Forum.

Smulcer has held intern positions at U.S. Representative John Culberson’s (R-Tx.) Washington, D.C. office, the Nixon Center, and the Iran Policy Committee (IPC). On the Hill, Smulcer worked as public liaison and office assistant. For the Nixon Center, Smulcer researched immigration and national security issues for Director Robert Leiken.

Smulcer’s internship at the IPC progressed into a full-time position as executive assistant for this nascent nonprofit. Smulcer contributed to the research and writing of IPC white papers and two book-length publications, Appeasing the Ayatollahs and Suppressing Democracy: U.S. Policy Options and the Iranian Threat as well as What Makes Tehran Tick: Islamist Ideology and Hegemonic Interests. She also directed publication and marketing affairs and represented the IPC position at lectures and briefings in Washington. Smulcer organized the IPC press conferences on 25 July 2006 and 2 November 2006, as well as the congressional briefing of 27 July 2006, where the IPC released new intelligence information and discussed the Iranian threat and U.S. options.

Smulcer graduated cum laude from the Walsh School of Foreign Service at Georgetown University with a BS in science, technology and international affairs, concentrating on international security. Coursework addressed energy security, U.S. national security interests, nuclear issues, terrorism and proliferation, and technology and security, along with relevant courses in Middle East history, international trade and finance, and computer science. She also received a certificate in European studies, and a proficiency certificate in the French language.
