New Rice-Level 3 Dialup Account
The provider for the Rice dialup modem service is Level 3 Communications. If you need assistance from this provider, phone toll-free 1-877-4LEVEL3 (which is 1-877-453-8353).

Everyone who has a NetID is automatically set up for a dialup account. Dialup accounts can be accessed with a customer's Rice NetID.
How do I set up my computer?
To set up your computer for Rice Level-3 Dialup, please follow the setup tutorial for your operating system.
Phone Book of Local Access Numbers
The local access numbers for the Houston area and other U.S. destinations can be found in the Level 3 dialup phonebook. The list of local numbers for each state is extensive; for a fast page search, Windows computer users can hold down the Ctrl key and type an "F". A similar keyboard shortcut for Macintosh uses the Apple key instead of Ctrl. Page search helps find cities that may be abbreviated in the list and therefore difficult to recognize. For example, in the extremely long Texas list, Corpus Christi is abbreviated as C Christi. A page search on "Corpus" won't find the city but "Christi" will.

What if I use Fondren Library journals from home?
You will need to use either the dynamic Proxy server or VPN systems to access these restricted materials. The dynamic Proxy server does not require any software or account setup, while VPN requires an account and the VPN software installed and correctly configured on your machine. NOTE: Proxy is selective about the web browsers it accommodates. Compatible web browsers must support automatic proxy configuration via a script. Make sure your web browser is included in the Proxy list of acceptable browsers.
How do I use my new Level 3 account when I travel?
When you travel, use one of the more than 1800 local phone numbers provided by Level 3 for Rice use nationwide. For example, when you are in Chicago, you can dial a local Chicago number to access the Internet. These local numbers can be obtained in the Level 3 dialup phonebook or by contacting the Rice Help Desk at 713-348-HELP (4357). For locations not in these local access areas, continue to use your current fee-based 800 service number or your long distance card. A new fee-based 800 service will be available soon.
