International Briefs: Middle Eastern peace accords strained

Communication between the Israeli government and the Palestinian National
Authority has ceased over the last few days as the fragile peace accords
between the two sides have become severely strained.
Israel's decision to hand over 9 percent of West Bank land to the Palestinians
and plan to build a housing development in East Jerusalem has angered Yasir
Arafat and the Palestinian National Authority.
Palestinian leaders were expecting to assume control of 30 percent of the West
Bank, and they also claim that construction in East Jerusalem violates the
spirit of the peace accords. They want to be in control of 90 percent of the
West Bank by mid-1998 and say that the scope of each Israeli withdrawal should
be negotiated.
Arafat has called on diplomats from the United States, Russia, Japan, European
countries and the Arab world to intervene in the current crisis.
