Dear Citizens:

The attached West Eugene Wetlands materials are provided to citizens who testified at the April 8, 1992 joint public hearing, submitted written testimony, or signed up at the May 2nd workshop at Peterson Barn. One report was sent to each address. In this report is a staff summary of the issues raised during the West Eugene Wetland Plan hearing process with a staff response to those issues. At the front of these materials is a memorandum to the Eugene City Council and Lane County Board of Commissioners; this memorandum contains staff recommended amendments to the draft Wetland Plan. Please read this section carefully, because it contains numerous amendments dealing with the lower Amazon drainage basin. At the end of these materials is a brief summary of the May 2nd workshop and copies of many of the attachments available at the workshop. These materials may assist you in answering additional wetland questions you may have.

Staff has attempted to answer as many of the questions and concerns as possible.

These materials are the same as staff forwarded to the City Council and Board of Commissioners, and the Lower Amazon Landowners Association on Friday, May 15th, with two exceptions: 1) The full packet provided to the Council, the Board and the Association contains copies of the minutes of the April 8, 1992 hearing, copies of 62 pieces of written testimony received by the 5:00 p.m., May 7th deadline, and 14 written comments submitted as part of the May 2nd workshop, and 2) subsequent editing corrected staff responses that were out of order on pages 27-32, and the summary of the issue on page 62 related to run-off in ditches was stated more clearly. Citizens wishing to review the full packet can do so by asking the Landowners Association, or by stopping by the Eugene Planning Offices at 777 Pearl Street, Eugene; Lane County Land Management Office, Public Service Building, 125 E. 8th Ave., Eugene; or the Lane Council of Governments, Public Service Building, 125 E. 8th Ave., Eugene.
