Workshop No. 5 marks the culmination of a series of workshops aimed at involving the
pubic in the preparation phase of the West Eugene Wetlands Special Area Study (WEWSAS).
Previous workshops served multiple objectives, including: public education (what is a
wetland? why are they important? what are existing federal and state wetland law? what
about future urban development needs? and why undertake this study?), assisting in setting
Goals and Objectives for the study, describing the type of wetland system desired, and
providing reaction to alternative wetland scenarios.
The purpose of this workshop is to present to the public the preliminary staff
recommendations on the overall concept for WEWSAS and on which wetland sites to protect
and develop. As usual, a major part of the workshop is to receive public comment and
response to the recommendations. Various techniques will be used to receive public input,
including bean jar survey, a questionnaire/survey and maps provided for comments on
specific locations and parcels.
The attached packet contains maps that identify the recommendations by wetland site
number, tables that identify the amount of acres to be protected and developed by wetland
type and Metro Plan designation, and a questionnaire/survey for public comment (please
return by June 15, 1990). Other material will be available at the workshop for public
review and consultation, including the report prepared by Scientific Resources
Incorporated (SRI) which identifies the location and relative values of wetland resources
in west Eugene; soil, flood, public infrastructure, wildlife habitat ratings and Metro
Plan Land Use Designations.
The results of the workshop will be compiled and made available for public review,
probably in late June, 1990. Where appropriate, adjustments will be made to the staff
recommendations and, in late summer, 1990, the WEWSAS will be release for formal public
review and comment.
