- Letter explains that tax status of farm lands will not be changed
retroactively if wetlands are found.
- L03: From Steve Gordon to citizens,
5/19/1992
- This letter was sent by Steve Gordon, senior program manager for the
Lane Council of Governments, to the citizens of Eugene who testified in
the public hearing on April 8, 1992 , or came to the workshop on May 2
(see R04, R05, R19). It accompanied material on the West Eugene Wetlands
including a staff summary of the hearing and the workshop.
- L04: Agreement between [US and
State Agencies] and City of Eugene, NEED DATE
- This memorandum details the agreement between the U.S. Army Corps of
Engineers, the U.S. Fish and Wildlife Service, the EPA, the U.S. Bureau of
Land Management, the Oregon Division of State Lands and the City of
Eugene to establish a comprehensive mitigation banking program in order
to implement the west Eugene Wetlands Plan. It details the objectives
and envisioned procedures of the mitigation banking program, which will
be operated by the city of Eugene.
- L05: Notice to Property Owners,
etc. on Workshop No. 5, 5/30/1990
- This letter from Steve Gordon informs the property owners in West
Eugene, concerned citizens, public officials and the representatives of
environmental groups and developers' groups about Workshop No. 5 in
preparation for the West Eugene Wetlands Special Area Study. During
the workshop, the Lane Council of Government staff will make recommendations
concerning the study and gather opinions and comments from the participants.
Gordon's letter is accompanied by several maps and a questionnaire
(cf. R30, R31).
- L06: Environmental Assessment No.
OR090-95-06: WEW Project, 4/21/1995
- This document, prepared by the Bureau of Land Management, assesses the
environmental impact of three different proposals concerning the land in
the Stewart-Bertelsen management unit, a block of public land in the west
Eugene area. The first proposal is geared towards creating, restoring and
enhancing the wetlands in the area as well as the restoration of uplands;
the second is a slightly different version of the first proposal with a
stronger emphasis on restoring the land to its pre-settlement status, and
the third proposal would leave the area practically undisturbed. All three
proposals would change the area's environmental status slightly, but not
sufficiently to make an Environmental Impact Statement or a change in the
West Eugene Wetlands Plan necessary. The document includes a summarizing
"Finding of No Significant Impact" certificate and three maps of the
management unit and the West Eugene area.
