  • Report 01: "A Proposal for $69,000 BLM Outdoor...", 2/22/1995
  • This single-sheet proposal calls for $69,000 to be spent for educational purposes at the two wetland sites that have been purchased and could be made accessible to the public. The two sites are the Bureau of Land Management office site (11 acres) and the Stewart Pond/Bertelsen Slough site (180 acres). Two maps with the proposed improvements, including trails, nature paths, foot bridges, signs and an information station are included.
  • Report 02: "All Wet in Oregon" from the Nature Conservancy, 9/1993
  • This article summarizes the events that led to Eugene's Wetlands Plan. It describes the area and the emergence of the West Eugene Wetlands Plan, based on interviews with Steve Gordon and with Spectra-Physics' Chuck Missar, and points out the role of the Nature Conservancy, the Bureau of Land Management and the Bonneville Power Administration in buying and maintaining wetlands areas.

  • Report 04: "Summary of the May 2, 1992 Public Workshop", LCOG, 5/20/1992
  • This document contains a one-page summary of the West Eugene Wetlands Special Area Study public Workshop no. 7, held on May 2, 1992. About 100 people, mostly property owners from west Eugene, attended the workshop, which was intended to inform the public about the Wetlands Plan, and create room for comments. Attached to this summary are a number of articles, reports and comments: an fact sheet on endangered species, definitions of different wetlands, information from the Food, Agriculture, Conservation and Trade Act of 1990 concerning wetlands, handouts from the Bureau of Land Management concerning the acquisition of wetlands in West Eugene, answers to questions about the West Eugene Wetlands Plan, proposed amendments to the plan, and 5 sheets / letters of comments by citizens.
  • Report 05: "Comments Received after Deadline", LCOG, 5/20/1992
  • This documents contains a total of four letters by two different property owners concerning the west Eugene wetlands. The letters contains comments and questions relating to the May 2, 1992 public workshop (No.7) on the West Eugene Wetlands Study area.

  • Report 09: "WEWSAS: Citizen Workshop No. 5...", LCOG, 5/1/1990
  • This report lists the preliminary staff recommendations concerning the West Eugene Wetlands Special Area Study, based on the initial findings and results of the study. The recommendations include a concept plan statement, a list of goals and objectives, a list of criteria used in developing recommendations on individual sites, and suggestions for individual wetlands sites. The report included two maps, a table summarizing the recommendations for individual wetlands according to wetlands type and according to protected vs. developed acres.
  • Report 10: "Community Workshop Results: Natural Resources...", EPC, 5/3/1991
  • This report on the results of the community Workshop on May 3 and on May 4, 1991, on the Natural Resources Special Study, the Industrial Lands Special Study, and the West Eugene Wetlands Special Area Study. The study first describes how the workshop was planned and how citizens were informed about it, and how the workshop was organized. It then lists the results of surveys concerning the studies, with the WEW study last. The survey results are listed on pp.10-14. The appendices of the report include newspaper articles, a workshop organization layout, the survey forms, and a copy of a L-COG Monthly newsletter article. The appendices also include assessments of vegetation and wildlife habitats in Springfield, with photos and a map and resumes of the assessors, and well as three letters reacting to the workshop, one of them by Wanda Ballentine, on wetlands issues.
  • Report 11: "WEW Plan: Mitigation Manual (Draft)", LCOG/CEPW, 10/1/1993
  • This draft of the mitigation manual includes nine chapters and a number of appendices, as well as a number of tables, figures and maps. The chapters deal with: (1) regulatory requirements, (2) West Eugene Management Plan Framework, (3) West Eugene Wetland Impacts, (4) Mitigation Needs and Supply, (5) Mitigation Sites, (6) Mitigation Improvement Provisions, (&) Design Guidelines, (8) Monitoring and Maintenance Guidelines, (9) Mitigation Credit System. The appendices include a list of endangered and threatened species, a list of native plant nurseries, a glossary and a list of references.
  • Report 12: "Hints on Preparing a Comprehensive Wetland ...", LCOG, 2/1/1992
  • This collection of hints on preparing a Comprehensive Wetland Management plan to resolve conflicts arising from wetlands is intended for communities who might profit from Eugene's experience with a CWMP, which is designed as an alternative to going through individual permitting processes for every developers. The document gives 15 specific hints for a CWMP.
  • Report 13: "Wetlands Acquisition Proposal [and] Annual Status...", City of Eugene, 1/1/1994
  • This document, called "Wetlands Acquisition Proposal: A Request for $4 Million and Annual Status Report (1992-93)" argues for further federal financial support for the West Eugene Wetlands Program. The document features the proposal (5 pages) the status report (4 pages) and a number of attachments, including maps, various pertinent reports, fliers and magazine articles, including PR25, NWS01 and NWS02, as well as the Nature Conservancy Magazine Article "All Wet in Oregon."

  • Amendments remove all references to secondary study area. Lists changes to words and phrases as well as deletions to the West Eugene Wetlands Plan.

  • This survey instrument (form) was distributed in 1989 to help determine citizen use, ownership, and preferences concerning the wetlands in west Eugene, Oregon USA.

  • R13, Attachment I, features the first page only of a Wildlife Society report on "Habitat, Behavior and Movement Patterns of Western Pond Turtles Near the Beltline Highway, Eugene, Oregon."
  • Report 17: "Status of L&WCF Expenditures for the ...", CE, 3/1/1995
  • This report to Senator Mark Hatfield on the Land and Water Conservation Funds used for wetlands acquisition and preservation of wetlands in West Eugene features tables and graphics that illustrate the expenditures, the acres of wetlands acquired, the ownership status of the land and the funds received. The report also includes several maps and asks for another $1 million in L&WCF money.
  • Report 18: "Stormwater Management Program Report...", CEPW, 4/10/1995
  • This draft report (with revisions marked) gives an overview of the methods used to change the stormwater service charges for the City of Eugene. It provides definitions pertaining to stormwater management, explains the basis rate structure on which the charge is based. It features several graphics on different types of bills and charges and explains the exemption process.
  • Report 19: "WEWSAS Draft Plan: Public Testimony...", CE, LCOG, 5/20/1992
  • Public meetings were held on March 30, April 8, and May 2, 1992. Oral and written public testimony at these meetings is reported in this document. The report concludes that although the plan for the primary study area has general support, the answers about the secondary study area added late to the plan are not trusted or accepted in the current draft. The report contains indexed citizen testimony, a summary of issues, and staff response to those issues. Copies of handouts made available at the May 2 workshop are included.
  • Report 20: "Water Resources Development Act: City of Eugene...", LCOG, 2/22/1995
  • This document recommends a change of the federal Water Resources Development Act that would enable the Army Corps of Engineers to contribute funds to the Lower Amazon Creek Restoration and Protection project (part of the West Eugene Wetlands Plan).
  • Report 21: "West Eugene Wetland Plan (1992)", City of Eugene/Lane County, 1/1/1992
  • This 1992 version of the West Eugene Wetlands Plan has seven chapters, a glossary, a list of references and 5 appendices. It features a number of color maps and tables. The chapters address the following issues: (1) objectives and highlights of the plan, (2) introduction, in which the west Eugene area is described, (3) resource protection in the wetlands, (4) industrial/business development and mitigation, (5) operating, maintaining and monitoring, (6) financing, and (7) future studies.
  • Report 22: "West Eugene Wetland Program: A Progress Report (1993)", LCOG, 2/1/1993
  • This progress report on the West Eugene Wetland program introduces key features of the Plan and the Study, and sketches the various contributors on the federal, state and local level to the Program (also including the Nature Conservancy. It lists the awards received and the future activities concerning the West Eugene Wetlands. The appendices include more color maps, highlights of the West Eugene Wetlands Plan, including photos of wildlife and plants, a description of the Amazon Projects,and a number of newspaper articles.
  • Report 23: "West Eugene Wetland Proposals: A Request for ... Funds", CE, 2/1/1995
  • This proposal requests $1 million Land and Water Conservation Funds for land acquisition through the Bureau of Land Management, $500,000 mitigation bank seed funds, and $150,000 operating funds for the Bureau of Land Management. The three proposal descriptions are accompanied by illustrations, tables and several full-size color maps. The report includes a chronology of 1994 accomplishments.
  • Report 24: "West Eugene Wetlands - From Crisis to Opportunity", LCOG, 9/1993
  • This case study gives an overview of the west Eugene wetlands planning process for the benefit of other communities faced with wetlands challenges. Its four chapters address the following: (1) Laying the Groundwork (includes maps and organizational charts); (2) Planning process, including the process of involving citizens (includes maps, organizational charts, figures and tables), (3) Plan overview, including the first mitigation project (includes maps, cross-sections, organizational charts, (4) summary. The appendices include a detailed chronology, references and a list of acronyms.

  • The 1994 annual report summarizes the events and activities pertaining to the West Eugene Wetlands, including the activities of the Wetland Executive Team (WET); it is illustrated by numerous maps, two timelines, several photos and cross-sections. The substantial appendices include a list of acronyms, a number of 1994 newspaper articles, and documentation on mitigation activities, among others.
  • Report 26: "West Eugene Wetlands Public Preference Survey Results...", CE/LCOG, 2/1/1990
  • This document reports the results of the public preference survey conducted on November 15, 1989 at west Eugene Wetlands workshop. 101 surveys were completed. The results of each of the 17 questions are reported separately with pie charts and other tables.
  • Report 27: "WEWSAS: Citizen Workshop No. 4", CE/LCOG, 2/24/1990
  • This partially available document was presented to participants at the public workshop No. 4 as a summary of the issues concerning the West Eugene Wetlands Special Area Study. It includes documentation on wildlife habitats in West Eugene and the four suggested scenarios for wetland protection and developer permits with maps and tables.
  • Report 28: "WEW Study: Status Report on Public Involvement", CE/LCOG, 9/1/1989
  • This status report on the public involvement in the West Eugene Wetlands Study includes background information on the West Eugene Wetlands Special Area Study, a list of methods used to involve the public in the study, and a list of primary issues and questions raised in public comments, i.e. wetlands preservation, economic development and wetlands education (including a map locating geographically specific comments). The report also includes two long appendices, which summarize the formats and results of the first two workshops on the Wetlands, on April 1, 1989.
  • Report 29: "West Eugene Wetlands Tour: Society of Wetlands Scientists", WEWP, 6/1/1994
  • This document accompanies the West Eugene Wetlands Tour conducted on June 1, 1994, by the Society of Wetland Scientists. It includes an itinerary, a number of maps with comments, and appendices including, among other documents, highlights from the West Eugene Wetlands Plan with color maps, the WET statement of Partnership by the City of Eugene, the Bureau of Land Management and the Nature Conservancy, and a chronologic review of the Spectra-Physics Wetland Mitigation Project, 1989-1993, including an organizational chart.

  • This survey instrument was distributed during the West Eugene Wetlands Workshop No. 5 on May 30, 1990. It consists of 6 questions, including an open-ended comment question, and several attachments, including a statement of goals and objectives, a definition of wetlands and wetlands types, a sheet for comments on individual sites, a copy of the West Eugene Wetlands Newsletter # 3 (January 1990).

  • This document is a copy of the survey (R30) with the result written into the appropriate slots by hand. A total of 27 people took the survey.
  • Report 32: "Wetlands Executive Team Work Program 1995: Draft", LCOG, 4/19/1995
  • This document is a draft of the 1995 program of the Wetland Executive Team. IT provides background on the formation of WET, including Maps, Organizational Charts, a mission statement, work program objectives, a sketch of WET's activities with tables dividing the responsibilities among the WET members. The report also includes a sketch of the three partner's budget and funding affairs, and a schedule for 1995 and 1996 activities and on future proposals.
  • Report 33: "A 3-Channel Restoration Program", City of Eugene, NEED DATE
  • This proposal for the restoration of the A-3 channel focuses on improving the water quality by filtering stormwater that runs into the A-3 channel, and on restoring the historic hydrology of the area. The two-page proposal has a maps and two conceptual cross-sections of the channel appended.
  • Report 34: "An Alternative to the Traditional Wetlands...", Steve Gordon, 3/3/1995
  • Written and presented by Steve Gordon, Principal Planner, Lane Council of Governments. This report was presented at the University of Oregon Environmental Law Conference on March 3, 1995. It had been presented earlier at Law Seminars International as "Wetlands: Federal Changes and Local Challenges" on December 16, 1994. The presentation reviews the reasons that an inventory and plan were prepared, summarizes the objectives of the West Eugene Special Area Study, and explains the implementation and permitting processes.
  • Report 35: "Wetlands: the Land-use Issue of the 90s", LWV of Lane County, 3/1992
  • This material, distributed to all members of the League of Women Voters of Lane County, concerns the wetlands issue in the U.S. and in Lane County in particular. It includes a list of discussion questions, a 9-page article on Urban Area Wetlands of Lane County focusing on pertinent wetland regulations, the local wetland inventory, and a list of suggested actions to be taken by the League. The report also includes a flowchart for adopting the Eugene-Springfield Metropolitan Area General Plan, three maps concerning the wetlands in the area, end notes, references, and a glossary.
